Alright men gather-round, for we are the chosen ones. We've been gathered here by the almighty Crapitano for the sole purpose of making this league as organized and entertaining as possible. Over the next week I would like us to get into some deep discussion about how this league should be run from a structure stand point, we need to get all our ideas together and build a solid foundation from which this league can grow from.
Remember guys, the main goal is to keep things enjoyable and organized so we can keep this league going for a long time. I would like to ask all of us to be more involved then we have been lately because I feel that out of all the GM's involved, we best exemplify what it means to be active. Given this, I feel that it is prudent to take it upon ourselves to figure out how we are going to be doing things and then present our ideas to the rest of the league at the end of the week.

Sorry guys I've been super busy and while I haven't been able to post anything the last couple days I still had this on mind. I am just going to go ahead and present what I feel will be in the best interests of this pool going forward. When setting this out I kept one main goal in mind, it had to be fun, in order to keep everyone immersed and involved for more then just 1 or 2 years...it had to be (and remain) fun! So with that, here is my league structure proposal:
12-14 Team Keeper League We need to go keeper instead of dynasty. The last thing I want happening is people being inactive because they have a crappy team. This won't be such a big issue this year but definitely could be one further down the road in which case it will be like a virus spreading throughout the league until it becomes non-functional. I initially wanted this to be a dynasty keeper league but after a lot of thinking I just saw more certainty for success with this option and I think that should be the main objective here... building this thing for the long haul.
So with that I think every GM after the first year will be allowed to keep one player from each position (C, LW, RW, D, and G) from the year previous, so that's 5 keepers in total. You cannot designate players keepers more than once in a row. This will put more emphasis on building from within while also constantly replenishing the main draft with good talent to give the teams that are on the bottom looking up, a chance during the off-season to become competitive again (kind of like free agency). I think this will be crucial in keeping people interested year after year because nothing is worse than finishing in the bottom of the standings and knowing you are severely limited in the changes you can make to your roster to become competitive again, in other words there is no incentive anymore to put in the effort of being active and in some cases even participating.
Scoring Categories
Skaters: Goals Assists +/- PP Points Penalty Minutes Shots
Goalies: Wins Goals Against Average Save percentage Shut Outs
Maybe: Short Handed Points
Anything more then these and I think we run the risk of really thinning out the talent available to each GM since not every player does things like kill penalties or take faceoffs etc. With these categories there is a deeper draft/ waiver wire/ free agent pool, all things that will increase competition and keep people interested/active.
Roster Size
2 x C 2 X RW 2 x LW 4 x D 2 x G 4 x Bench 4 x IR
Again I think this will keep all teams competitive as there will be plenty of good options available for all GM's throughout the draft regardless of draft position.
No Salary Cap System
I think a salary cap system may take away the "fantasy", in building a fantasy team. I see it over-complicating things to the point where building a team will be more of a numbers game then actually evaluating players on their skill-set/talent level. Essentially building teams may become a bit of a chore. I believe there are better ways to add depth into this league and make it enjoyable for GM's of all levels of hockey knowledge/activity.
Scoring Format
Head-to-Head Points or Rotisserie
I would still like to see a roto format instead of the head to head. I'd rather be up against the league as a whole then be faced against a single opponent every week but this isn't as pressing of a matter then the others. I would however like to take the opportunity in the next little while to make a case for roto before it becomes set in stone, I really think people just need to become familiarized with it before instantly dismissing it as an option altogether.
Prospects
I think this will be the bread and butter of our league if we go with this setup. Managers around the NHL are starting to clue into the fact that in the "new NHL" you have to build from within to consistently remain competitive. This is precisely what I aim to emulate and incorporate into this league. I feel it will add a new and exciting aspect to our keeper league as it actually gives importance to having a farm team (something lacking in other keepers). Essentially prospects will be key to continued success just as it is in the "new NHL".
So here is the basic system layout I have come up with to help ensure prospects will not only be viable but important options to a teams continued success.
1. 5 Prospects will be drafted every year and once you draft them, they are yours regardless of games played (as long as they remain on your farm team). So you can theoretically keep your prospects in the farm for as long as you like or until they are ready to make an impact on your roster in which case you make room to bring them up.
2. I think all graduated prospects should have some sort of immunity (like not counting against the keeper limit for one year) to reward GM's for drafting good young talent. This will also allow GM's the tactical advantage of keeping their entire rosters more competitive by having a graduated prospect (with immunity) in addition to the 5 keepers you will pick every year. Also like Herman requested in a previous post, the immunity will stay with the prospect if traded.
Also, I think the 65/45 game rule that Hockey's Future uses will be ideal in helping us differentiate draft eligible prospects from the non-eligible prospects while also giving everyone access to a freely available data base containing valuable information such as scouting reports to help familiarize GM's with potential prospects.
Incentives
I would like to implement some sort of incentive system where the top 3 finalist each year receive some sort of perk or perks for the following season (ex. 1 extra keeper, or draft pick etc.) as a reward for running a successful team. These perks can vary depending on the finishing position or can be the same for all 3. This will help create a balance with the 5 keeper rule because in practice, the 5 keeper rule is more advantageous to the teams on the bottom then it is for the ones at the top. So the end result will be, the bottom teams will have a chance to become competitive each year (5 keeper rule) while the top teams will have a chance to remain competitive (with the top 3 finish perk).
That's all I can really think of at this point, it's super late here and I need to get some shuteye. Feel free to discuss/brainstorm and hopefully I come back to some suggestions later.

seems like the majority of the input so far has now been stuck in the "closed threads" section - are topics relocated here no longer open for debate, or do we continue any discussions elsewhere ? ignore that - i've now read the pm about the moderation board !

Let's get some discussions going guys, the board has been absolutely dead lately.
On a side note, do you guys prefer the entry draft to be held after the main draft or beforehand? The reason I ask is because we need to figure out how we are going to come up with the draft order. If it is to be held before the main draft then we need to come up with a way to completely randomize the draft order, or we can use the reverse order of the main draft if it is to be held afterwards.

So I guess it wouldn't be much of a stretch to label this league dead, I was hoping we could actually accomplish something in here... it's kind of disappointing actually.
