For the prospects I think a live online draft if possible would be the best way to go. Maybe a live yahoo draft can be manipulated to only include prospects or we use some sort of live chat room with a soft time limit. I personally do not like the idea of making a list and just handing it in. I like a more hands on approach and there is always more strategy involved with a live draft which will be lost with the list approach.
This will also give us GM's another aspect to focus on (pass time with) during future off-seasons (which for me are brutally excruciating) where depending on the structure decided upon the main draft might not be as big of a deal as it is this year.

I agree that you lose the option to react when submitting a list of prospects. This league is a "spinn-off" of a former league that was terminated by the owner. In that league we started the prospect draft here in proboard, in for days 6 picks were made. Although a good way to sort out the inactive GMs, it was just sad every time you logged on and nothing had happend. I think you can just as well sort out inactive GMs with the list option, it still demands a fair amount of time invested to make a decent list of 40 prospects. But we'll se what's decided

I couldn't agree more.
I would also like to suggest holding the prospect draft after the team draft. That way you'd know potential future positional weaknesses.

I think the prospect draft needs to be reversed.

Yes this would work if we do the prospect draft after the main draft like you stated above. If however the prospects draft will be held before the main draft then I think both draft orders should be completely randomized for the first year. Then the following years we can have both drafts in reverse order, last place team selecting first and so on.
